Sink or swim? City of Cambridge Plans for Climate Adaptation

If you’re a habitual reader of the environmentalist news stream, as I am, you notice that much of the discussion about climate change pertains to the urgent need for reducing global greenhouse gas emissions. It’s a focus that’s well-warranted given both the huge scale and urgent timing of emissions reductions that are necessary to lessen (or ‘mitigate’) the amount of warming that occurs and avoid the severest impacts.

The flip-side of the climate science picture is the undoubtedly gloomy understanding that a certain amount of future warming is unavoidable regardless of how quickly emissions are drawn down. It’s in the spirit of realism and responsibility—not defeatism—then, that people are beginning to think about how we should prepare ourselves for the coming climatic changes. In the lingo of climate policy thinkers, this type of planning is called ‘adaptation.’

Serious adaptation planning is starting to move from an academic exercise to one that various levels of government are undertaking. Large cities—particularly ones situated on coastlines—have led the way. New York, San Francisco, Seattle and Miami, among others, have set the adaptation wheels in motion.

The City of Boston is following in their footsteps; in their recently published climate plan, they made it a goal to “give adaptation the same priority as mitigation,” and mentioned that a comprehensive adaption study is in the works. The State of Massachusetts, under the 2008 Global Warming Solutions Act, established an Advisory Committee of experts and stakeholders to report on and make recommendations regarding adaptation to the Executive Office of Energy and Environmental Affairs. Kathleen Baskin, manager of this committee, informed me that their first report, provisionally entitled the Massachusetts Climate Adaptation Plan, is now under review and should be published by late summer. The report will include a qualitative assessment of the state’s vulnerability to climate change and provide strategies for response under several predicted climate scenarios.

Last week, I sat down with John Bolduc, an environmental planner for the City of Cambridge, to learn about how the city is moving forward with adaptation. When the city began climate planning in 1999 with a resolution to join ICLEI’s Cities for Climate Protection program, attention was squarely on the potential for reducing Cambridge’s carbon footprint—that is, mitigation. And until the past couple of years, it remained this way, whether for fear that adaptation would divert attention and resources from mitigation or hope that civilization would be on course to avert crisis by now. Last year, Cambridge (in addition to Boston) was one of the inaugural cities in ICLEI’s new Climate Resilient Communities program.

The first step in the process is to conduct a vulnerability assessment, which involves analyzing climatic threats to Cambridge in detail. The Climate Protection Action Committee (CPAC), which advises the City Manager on climate change issues, presented some general vulnerability findings to him last year in a recommendation for a full assessment. Sea level rise—which is currently expected to be 1 to 2 meters by 2100—presents a major risk to Cambridge in the form of storm surge flooding from Boston Harbor. In the present climate, the Charles River Dam protects Cambridge against coastal storms that have more than one percent chance of happening in any year. By the middle of the century, the Charles River Dam and other coastal defenses could be overwhelmed regularly by sea level rise and coastal storms. A scenario involving sea level rise of 2 feet, a moderate estimate, and a current 100 year storm would see the Charles River Dam and other coastal barriers overtopped. In addition to sea level rise, direct effects on public health are expected—more hot summer days and nights (made worse by the urban heat island), increased ground-level ozone (smog) formation, and greater risk for insect-borne diseases are just a sampling of concerns articulated by CPAC. According to Mr. Bolduc, City Manager Healy has already acted on CPAC’s recommendation and the City will be starting a vulnerability assessment this summer.

Looking forward, Mr. Bolduc emphasized that potential adaptation measures shouldn’t be looked at in isolation—that is to say, adaptation strategies are not only about protecting citizens and infrastructure from climatic hazards. For example, tree-planting and ‘green roofs,’ which can help buildings stay cool in the summer, are also helpful for air quality—a ‘co-benefit’ of action. A city must be looked at holistically for the interconnected social-ecological-economic system that it is. The bottom line is that climate change adaptation planning is really a continuation of what the City already does to reduce and manage risks to the community from a range of potential threats. In the past we could count on a relatively stable climate, but now we have to expect conditions will change. To Mr. Bolduc, the goal is to make Cambridge a more “resilient” city.

Freiburg – Greenest City in Europe?

I’m on a personal study tour of Germany and Holland to see what German and Dutch cities are doing about reducing greenhouse gas emissions and adapting to climate change.  The tour is organized by ICLEI-Local Governments for Sustainability, an organization that the City of Cambridge has been a member of since 1999.  Our tour leader, Jade Jackson, is leading our group of 4 Canadians and 2 Americans through Freiburg and Dresden Germany, and then on to Bonn to attend the ICLEI Climate Resilient Communities conference.  We will end up in Rotterdam in The Netherlands.  I thought I would try to share what I see and learn along the way.  I hope you find it useful and interesting.

In Cambridge, we often look to Europe for examples of how to make the city more sustainable given that we are a dense urban community that in many ways is more similar to European cities than American.  On this tour, I’m looking to see how the cities here have implemented actions that we have thought about, and actions that we have not even considered yet, particularly in regard to adaptation.

Freiburg, of the Black Forest, is our first stop.  It might be the greenest city in Europe [or the world?].  Renewable energy is a big focus here.  But they also have a very admirable sustainable transportation system, waste management, and land use.

Freiburg’s old city center was largely destroyed in World War II.  About 80% of the city center was bombed toward the end of the war.  After the war, the city decided to keep the historic street pattern and re-build on the foundations of the destroyed buildings, reconstructing in the historic style.  Much larger new development surrounds the old city, but within the city boundaries there are large areas devoted to farms, vineyards, and protected forests; about half of the city is open space.  Today, Freiburg is a growing city of about 220,000 people with a major university and service base.

We met with Franziska Breyer, of the City’s environment agency, who presented the history and overview of the city’s sustainability efforts.  Freiburg’s green movement began with anti-nuclear protests in 1973, when new nuclear plants were proposed just across the border in France and nuclear waste storage was proposed nearby in Germany.  Those protests led to people thinking that they could not just be against nuclear power, but need to be for something.    I visited Freiburg 30 years ago as I was involved myself during college in anti-nuclear protest at home and wanted to see what the fuss was about here.  Ironically, as we arrived in Freiburg last weekend, there were again anti-nuclear protests taking place as the Conservative government reconsidered its nuclear policy in the wake of Fukushima and reversed course, deciding to plan to phase out nuclear energy by 2022.  So I imagine the protests were part celebratory.

The alternatives Freiburg has come up with encompass energy efficient construction, solar energy, district energy, wind energy, biomass, a well-integrated, multi-modal transportation system, and waste reduction practices.  I’m sure we didn’t hear about everything.

Freiburg has set a goal in 2007 to reduce greenhouse gas emissions by 40% below 1992 levels by 2030.  As of 2009, the city has achieved an 18.6% reduction.  The municipal government has a climate protection budget of 1.2 million Euros, which is largely funded by annual payments from utilities for use of public space for infrastructure. The budget does not include additional funds set aside for energy efficiency subsidies provided to residents (21 million Euros since 2003), investment in public facilities and infrastructure, transportation, and other services.

Frau Breyer talked about the sustainability concept that the city’s efforts are based on.  While it is common to think of sustainability in terms of balancing the 3 “E’s” – ecology, economy, and equity, she said in Freiburg they see sustainability as fundamentally based on ecology and that this is not negotiable.   Without a sound ecology, there cannot be a viable economy and equitable society.  The economy and social welfare flow from this sound ecological base.

The city is working to grow its green economy.  The green city initiatives are seen as a factor in attracting green businesses to locate in Freiburg.  There are about 1,500 green businesses employing about 10,000 people.  Of those ten thousand, about 1,500 people are employed in the solar energy sector.

The energy strategy is based on energy saving, efficient generation, and renewable energy.  About 10% of the electricity is supplied by nuclear in Freiburg.  About half is produced by co-generation units that also provide heat through district heating systems.  In addition to larger co-gen units, there are about 90 small CHP units around the city.

Solar energy is very visible around Freiburg.  Currently 12.3 MW of solar capacity is in place, producing over 10 million kilowatt-hours annually.  For context, the City of Cambridge consumes about 40 million kwh of total electricity annually,which is a small percentage of total use in Cambridge.  Cambridge has close to 1 MW of solar PV in place.  In Freiburg, solar thermal panels cover about 15,000 square meters.  Solar PV has been ramped up by very generous feed-in tariffs created by the federal government, which pays owners for the electricity production.  The federal government is now moving to phase out the feed-in tariffs as they believe they have served their function of creating a solar industry.  We were told that while the feed-in tariffs have been successful in expanding the use of solar PV, the price of solar PV has not really decreased, which was one of the goals of the policy.  And while solar panels are a common sight in Freiburg, they are installed on a minority of buildings.

There are 5 medium sized wind turbines installed on the hills around the city.  They produce 14 million kwh every year, more than produced by all the solar PV panels.

We were told that increasing efficiency in existing buildings remains a challenge.   The City has invested 21 million Euros since 2003, which has leveraged an additional 23 million Euros.  Generally the funds have been used toward efficiency improvements when buildings are undergoing major renovations.  This investment has reached about 3 to 4% of the building stock.

The Vice Mayor said they see the future trend being toward more short-distance district heating, noting the high cost of installing infrastructure, and more micro-CHP.

There is more to admire in Freiburg’s energy practices, including their eco-villages with buildings meeting Passivhaus standards and Plus Energy houses.

A New Kind of Sustainability Workshop

On May 23rd the Sustainable Business Leader Program, Cambridge Local First, and the Cambridge Energy Alliance hosted a new kind of business sustainability workshop:  a business-to-business conversation featuring the Cambridge Brewing Company, a handful of business-centered sustainability services, and a score of small business representatives curious about their own green options.

By having many of the players in the room at the same time, small Cambridge businesses were able to comfortably learn how they could make their businesses more environmentally friendly while saving valuable natural resources and money.

The workshop featured a presentation by Phil “Brewdaddy” Bannatyne, owner of Cambridge Brewing Company, who highlighted the steps that his business took to “go green,” including much praise for the Sustainable Business Leader Program, and shared insights into the challenges and benefits of doing so.

After the presentations, business representatives had the opportunity to meet and hear from various organizations about the many programs and incentives that are available to them to make their own journey of sustainability and energy efficiency easy, rewarding, and fun.  Arrow Paper, New Generation Energy, Prism Consulting, Save that Stuff and ThinkLite were on-hand to showcase their services and answer questions during the networking portion.

Attendees (and organizers) enjoyed this informative and relaxed night, and folks left with a clear understanding of how and why to green their small business, after enjoying conversation, food, and free local brews.

Massachusetts Residents Call Out Scott Brown, Rally Strong for Clean Air

Today I got to stand next to more than 50 Massachusetts mothers, children, workers, community leaders, and people of faith to kick off something truly unique – a “crowd-funded” citizen’s campaign to hold Senator Scott Brown accountable for voting to gut the Clean Air Act. At 12:00pm on the sidewalk in front of the JFK Federal Building in Boston, also known as Scott Brown’s district office, we held banners and puppets of Scott Brown and his fat cat supporters “Coal” and “Oil, signs, and a blow-up of the new ad our friends and neighbors funded.

The text of the ad read: “Senator Brown: On April 6th you voted to gut the Clean Air Act. Was it because dirty energy companies and their corporate front groups poured more than $1.9 million into your campaign last year? Are you working for people or Big Polluters?” Interested in joining us in funding the ad? Check it out here.

Right after the rally Marla took our message up the JFK elevators to Senator Brown’s office, delivering word of the rally along with 103 postcards and 240 letters from members of the Massachusetts Council of Churches and Mass Interfaith Power and Light. The messages called on Senator Brown to support the EPA’s ability to regulate carbon dioxide next time a vote comes up on the Clean Air Act and ensure low income people have access to weatherization and green jobs.

At 6:30pm tonight at a podium inside the Newton Marriott Hotel Scott Brown will host a “Women for Brown” fundraiser (with a $1000 minimum) alongside the brand new Women For Brown coalition, a group created to respond to the League of Women Voters’ ads calling Scott Brown out for his April 6th vote to gut the Clean Air Act. We know what Scott Brown is going to say at that podium tonight: “Today in front of my office the political attack machine was at it again, playing politics as usual with the public.” He’ll talk about the “special interest groups” who are attacking him for trying to defend jobs. Yes, he will raise some money tonight. But the more Scott Brown digs in his heels, the more votes he will lose.

Today’s rally was no “political attack machine,” as Brown calls people who criticize him. Today’s rally was everyday-Massachusetts – a state where you don’t get to draw a line between jobs and the environment, the economy and climate change. People here across the political spectrum and in all corners of the state understand the threat of climate change and know that the jobs of tomorrow and today are in clean energy.

Cambridge Climate Change Week 2011

It’s that time of year again: flowers, green grass, open windows and local events! Cambridge is taking advantage of renewed springtime energy and is hosting Climate Change Week 2011, a citizen initiative, endorsed by the Cambridge City Council. Events will be taking place May 13th through the 21st during the City’s Go Green Month, with events all across Cambridge. The mission of the week is to encourage residents and the city to join together in celebration of local climate-related accomplishments and proceed with clarity to a better, greener future. MA Residents Chime in on Climate Change

The Boston Globe recently reported on an important issue: the perception of the threat of climate change by Massachusetts residents.  While the article pointed out that a majority of Massachusetts residents believe climate change is happening – and is caused by human activity – the article also pointed out that many residents remain apathetic on how to address the problem. The MassInc survey, entitled “The 80 Percent Challenge: A Survey of Climate Change Opinion and Action in Massachusetts” was sponsored by the Barr Foundation.

Interestingly, the survey, found that 77% of those surveyed say climate change has probably been happening and 33% believe climate change is very serious and is caused at least partially by human activity. Another 26%, however, believe climate change is real and caused somewhat by humans, yet do not view it as a serious threat.  In addition, 24% of residents are unsure climate change is real, or believe it is driven by natural causes, while another 17% say they do not believe climate change is real.  Nonetheless, 56% of residents said the federal government should do more to address the issue and 47% said state government should. The survey also broke down responses by demographic and income.

Ben Forman, research director at MassInc, stated that “In order to meet the … state target of 80% reduction of greenhouse gases by 2050 … there will need to be a far greater sense of concern on the part of Massachusetts residents … what is needed in Massachusetts is a real culture of climate protection that fosters action across all sectors of our Commonwealth.”

While Massachusetts remains one of the more progressive states on the topic of climate change, sadly, the U.S. as a whole lags far behind many other countries that consider climate change a real and immediate concern. With this in mind, it’s important to learn all the facts and understand the bigger picture, especially considering the broad, oftentimes overwhelming scope of climate change. What we can do, no matter what, is be aware, be frugal in our energy and water useage and partake in public transit options and car-share options as much as possible.  Whether you believe climate change is real, or not, it’s happening all around us and now’s the time to take a positive stand and alter our behavior accordingly.  I, for one, would like to live on a prosperous, stable planet.  It’s the only one we’ve got!

BP, Tar Sands and Earth Day

This is a busy week for the Earth.  One year ago today, the BP Deepwater Horizon spill took place, killing 11 rig workers while leaving a massive wake of environmental and social devastation, impacts of which are still being felt today.  What have we learned one year after such a monumental tragedy?  Friday, April 22nd, marks the 41st anniversary of Earth Day and I’m honestly not certain how much we’ve learned.  BP’s profits are strong and plans to resume deepwater drilling in the Gulf continue while many in Congress adamantly deny climate change even exists.  In fact, just last week, the US Senate and House of Representatives stood at a near stand-still over budget cuts to public programs, like the EPA.

Still, all hope might not be lost for the Earth.  A group of 10,000 inspired youth activists who believe positive change is still possible, descended on Washington, DC last weekend for three days of lobbying, speakers and events organized by Powershift 2011.  Armed with outreach, outrage and a passion for a cleaner, healthier world, social and environmental activists from all parts of the US united to demonstrate the power of peaceful action. Bill McKibben, Tim DeChristopher and the EPA’s Lisa Jackson were among the keynote speakers. The rally did not receive mounting national press, yet the message was clear: the Earth needs our help. Fracking, tar sands and increased oil and natural gas exploration are just a few of the dangerous, and dirty, growing energy sources in the US and beyond.  Given the rate that climate change is occurring and given that tar sands release two to four times the amount of CO2 into the atmosphere as conventional oil production, this is a dire environmental situation that needs immediate attention not just by our legislators, but more importantly, by the public.

That’s where you come in.  The Cambridge Energy Alliance, like many prominent environmental groups, advocates for energy efficiency and simple behavior changes.  Go to cambridgeenergyalliance.org to learn more about what you can do today. With just a little bit of effort, we can all make a big impact.  So, as Earth Day 2011 approaches, reflect on how you want to celebrate – no effort is too little, especially now.

Senator Brown’s Environmental Flip-Flop

Over the past week in Washington, DC, Republican legislators in Congress have been debating steep budget cuts to many publicly-funded programs such as PBS, Planned Parenthood and the EPA. In today’s Boston Globe, Senator Brown’s wavering stance on environmental issues, specifically the regulation of greenhouse gases by the EPA, is dissected in a scathing editorial review.  In the article, it’s noted that Brown’s turnaround on greenhouse gas regulation is “…especially disappointing to any Massachusetts voters who thought they saw in Brown a conservative on fiscal issues who was also a conservationist when it comes to protecting the environment.”  The editorial piece further points out that Brown’s vote prohibits any improvement in auto fuel-efficiency standards after 2016 and continues to deny that green house gases directly contribute to climate change.  Ironically, Brown voted in favor of Massachusetts’ participation in the Regional Greenhouse Gas Initiative (RGGI), which requires utilities to reduce carbon dioxide emissions or face financial penalties. Massachusetts, much like California, is one of the few states leading the way in green, clean energy and job creation – an economy that brings significant revenue and technological development to the state.  In fact, Massachusetts is the only state in the nation to combine energy and the environment into one governmental body: the Executive Office of Energy and Environmental Affairs.  For Senator Brown to deny his constituents and instead favor private Koch donations and coal and oil interests is a local tragedy.

New Coalition Advocates for Great Waters Across the Country

They may not be the Great Lakes, but stewards of bodies of fresh and salt water in the United States are joining together to form America’s Great Waters Coalition. Recently Narragansett Bay and other southern New England waterways joined the advocacy organization, which looks to improve the water quality of its members among other goals. The organization came to be after funding for water issues across the country started to disappear amidst the financial crisis.

So far, there are 19 members across 35 different states. Organizers looked to the Great Lakes for inspiration, given that Congress set aside $475 billion for restoration and conservation of the five Great Lakes. Working as a coalition seems to be the way to go, given the success of the Great Lakes. The money won’t be easy; as one study suggested a $3 billion investment would be required for a healthy ecosystem in the Gulf of Maine. Still, the group has argued for dozens of restoration measures and other water projects before Congress, as well as worked on court briefs for water issues that ended up before state and federal courts.

Peter Alexender, director of the Northeast Great Water Coalition pointed out that if there are not enough programs and funding to support water quality and habitat restoration, there could be “dramatic economic costs.” Once again, it is being said that environmental issues, if not dealt with effectively, can have harsh economic consequences. Something that should always be kept in mind when considering any environmental issue.

So there’s a new iPhone app in town, actually a couple.  Sure, iPhone apps have saturated the market, but these new apps, courtesy of Cambridge-based Nextransit, are something to pay attention to.  In recent years, cities such as San Francisco, New York, DC and Boston have granted mobile app designers access to real-time transit GPS data, enabling commuters and local patrons alike the ability to not only predict, but to pinpoint when the next bus, or subway, will arrive.  Say goodbye to waiting in the rain, or snow drifts as high as 10 feet — as with this past winter in Cambridge  — for the next bus.  Nextransit makes it a point to turn the typical bus ride into a calculated, visual, streamlined and, dare we say, even fun experience.

The Nextime app, which currently services Boston, DC, San Francisco, Oakland and Los Angeles, among other cities, has a unique and useful push notification tracking feature that allows users to be notified when they need to leave their home to catch the bus. No more guessing, missing or faltering through hard-to-navigate public transit maps; Nextime and it’s more Boston-centric Nexmap, are designed with the future in mind and are subsequently revolutionizing how people look at public transportation.  And if recent press hasn’t scared you enough, more and more articles are predicting increased traffic gridlock to the point of immobility by 2040 for many major metropolitan regions, including Boston.  Whatever your opinion about public transportation, ridership will dramatically increase in the coming years and services like Nextransit are going to be critical, as are increased subway, bus and high-speed rail infrustructure to accommodate this new demand.  For the moment however, enjoy being on the cutting edge with Nextransit technology and soon your friends will be relying on you when they next have to catch the T!
